Work involves responsibility for a large capital program, analyzing financial data, supervising staff responsible for contract routing and payment processing, overseeing financial operations of the utility, and providing subject matter expertise in fund accounting and grant management. Examples of duties The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Performs duties and projects of a generally advanced nature in the following general areas: Financial Analysis, Business Modeling, Decision Support, Policies and Controls, and Budget support. Oversees the fiscal capital programs, coordinates development of project cash flow analysis, updates of documents and other information needed by the City Finance Department in managing bi-annual bond sales. Supervises fiscal staff that manage high volume contract routing and payment processing. Manages capital budget preparation, monitors and assists in administering assigned budgets, expenditures, contracts and/or proposal requests. Prepares fiscal impact assessments of major capital improvement projects. Coordinates the calculation, planning and scheduling of rates and fees and recommending changes in the rate model. Creates and develops reports. Researches complex standards and legislation to recommend changes and improvements for streamlining processes. Qualifications Education and Experience: Bachelor's Degree in Business Administration, Accounting, Finance, or related field; 3 to 5 years' experience in administrative, financial, budgeting, program management, or a related field OR  Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted Licenses or Certifications: Public Accountant Certification Supplemental information Knowledge of: Local government financial and management concepts Applicable laws, codes, regulations, and standards  Principles of budgeting and management for operating and expertise in capital projects    Long-term debt and debt service funds Capital budget financing mechanisms and strategies   Strategy development and execution     Policy research and development Rate modeling, multi-year budget projections, and personnel cost projections Budgeting, planning, and project management software and financial and capital project management systems  Government ethics   Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications Supervisory principles, practices and techniques Skill in: Planning, initiating, and managing complex projects simultaneously  Data analysis and visualization Analytical and critical thinking Interpreting, monitoring, and reporting financial information and statistics      Meeting facilitation and project management  Authoring and preparing original reports, documents, and presentations      Monitoring project schedules, status, and compliance  Organizing and maintaining fiscal program/process documentation, schedules, records, and files   Coordinating deadlines and prioritizing competing demands Ability to: Supervise and train employees, including organizing, prioritizing, and scheduling work assignments. Manage complex, cross-departmental projects  Exercise political acumen, tact, and diplomacy   Learn new systems and adjust in a fast-changing environment  Analyze and interpret financial data and prepare financial reports, and/or projections Design and make presentations to and for internal and external audiences Establish and maintain effective working relationships at all levels of the organization, and work with several teams ADA and Other Requirements:     Work Environment and Physical Effort:   Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.   Work Environment:   Work is typically performed in an office or similar indoor environment.   Work Exposures:   Work in this position does not require frequent environmental exposures.
