Evaluates construction plans and related documentation for adherence to the Uniform Mechanical Code, International Building Code, International Existing Building Code, International Mechanical Code, and the International Energy  Conservation Code, as well as local ordinances and technical specifications. Approves plans that meet all code requirements under the direction of the Plan Analyst Supervisor. Identifies deficiencies in plans that do not meet code requirements and prepares clear, detailed written feedback outlining necessary corrections. Communicates findings effectively and meets with members of the public, contractors, technical professionals, and business representatives to address inquiries and resolve technical issues. Conducts research and evaluates plans, specifications, and drawings. Requires strong communication skills and the ability to interpret, explain, and apply City procedures and guidelines. Performs other duties as assigned. WORKING CONDITIONS This position is primarily sedentary and is performed in a standard office environment. It involves prolonged periods of sitting, with occasional walking, bending, or stooping as needed. The work environment may involve minor discomforts associated with typical office settings, including exposure to less-than-optimal temperatures or air conditions. This is a Department of Houston Public Works Emergency Management position at the Tier III Level. Examples of duties EDUCATIONAL REQUIREMENTS Requires a related Associate's degree, such as Building Inspection, or the equivalent.   EXPERIENCE REQUIREMENTS Two years of skilled, journey level experience in building trades, inspection or plan examining (which could include experience as a Permit Specialist) in the area of analysis to be performed are required.  Substitution: Four years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed may be substituted for the above education and experience requirements. Substitution:  A Bachelor’s degree in Construction Management, Building Inspection, Architecture, Engineering or a closely related discipline may be substituted for the above education and experience requirements.   LICENSE REQUIREMENTS None Qualifications Preference shall be given to those who possess the following: Valid State of Texas Mechanical License and/or certification(s). Knowledge of the 2021 Uniform Mechanical Code and how it applies to reviewing Mechanical plans/drawings. Four years of skilled, journey level experience in the Mechanical trade field preferred. Experience reviewing commercial plans; including interpreting and reading construction documents and codes. Preference may be given to applicants who have one of the following certifications: ICC Mechanical Plans Examiner Certification ICC Commercial Energy Plans Examiner Certification IAPMO Mechanical Plans Examiner Certification **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** Supplemental information SELECTION/SKILLS TESTS REQUIRED:    None However, the department may administer a skills assessment test. SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification. PAY GRADE 18  CERTIFICATION PAY   New Hires: Eligible for annual incentives of up to $3900.00, upon acquisition of eligible certifications and after completing 6 months on the job. Promotions or Lateral Transfers: Existing employees with qualifying certifications will continue receiving certification pay. NEW HIRE INCENTIVES/AWARDS Retention:  Eligible for award of up to $3000.00, upon completion of 24 months employment. Relocation:  Eligible for incentive of up to $1000.00, upon submission of qualifying receipts.
