We seek talented professionals to support Naval Information Warfare Center (NIWC) Pacific, Code 41250, in San Diego, CA. This program sustains, maintains, and modernizes the Navy’s afloat and ashore tactical network systems — including Automated Digital Network System (ADNS), Consolidated Afloat Networks and Enterprise Services (CANES), Combined Enterprise Regional Information Exchange System – Maritime (CENTRIXS-M), Communications as a Service (CaaS), Integrated Shipboard Network System (ISNS), Sensitive Compartmented Information (SCI) Networks, Agile Core Services (ACS), Software Defined Networks (SDN), Tactical Afloat Next Generation Networks (TNGN) — ensuring fleet readiness and operational superiority across the global naval enterprise. Noblis MSD seeks experienced Program/Project Managers to lead and coordinate engineering, logistics, and sustainment activities for Navy afloat and ashore tactical networks. These positions manage cross-functional teams delivering lifecycle support for Navy tactical network systems, ensuring on-time, on-budget execution while maintaining alignment with NIWC Pacific priorities and fleet operational requirements. Responsibilities Direct overall program definition, organization, and short/long-range planning for Navy tactical network in-service engineering and sustainment act ivities across multi-disciplinary, cross-functional teams Formulate, guide, and direct the technical approach for sustainment engineering and modernization engineering of ADNS, CANES, CENTRIXS-M, CaaS, ISNS, SCI Networks, ACS, SDN, and TNGN Establish and control technical milestones, schedules, budgets, and costs Provide monthly progress and status reports with reconcilable expenditure data reflecting TO/DO original quotes and final invoices Respond timely to task order requirements; implement and manage task orders and contract administration Coordinate with NIWC Pacific tech code leads and provide management support for program reviews, cost estimates, and project briefs Support transition activities including knowledge transfer, documentation handover, and continuity of operations Oversee adoption and sustainment of DevOps ITIL, Agile CMMI, ISO, and A gile Framework best practices Ensure compliance with OSHA safety regulations, Quality Assurance programs, and Government on-site policies Manage subcontractor performance and coordinate multi-vendor integration efforts Collect, analyze, and report metrics from ISEA functional areas to support root cause reliability and quality assurance Required Qualifications Active DoD Secret clearance; ability to obtain TS/SCI U.S. Citizenship required Experience managing DoD engineering or sustainment programs Demonstrated ability to lead cross-functional technical teams Experience with Cost Plus Fixed Fee ( CPFF ), Firm Fixed Price (FFP), and Time and Materials (T&M) contract management and Government task order administration Strong analytical and problem-solving abilities Excellent communication and interpersonal skills Attention to detail and accuracy Must be able to work in a fast-paced environment and adapt to changing requirements Some travel may be required. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package. Posted Salary Range USD $115,500.00 - USD $180,525.00 /Yr.
