The Finance Department is actively seeking a Grant and Contract Specialist Senior/SPE. This is advanced professional planning work at the lead level responsible for overseeing contract administration and program monitoring, providing staff direction, and leading pre- and post-award grant activities, compliance functions, data collection, and evaluation of program deliverables. Work requires considerable knowledge of the theories, principles, and practices of program planning, evaluation, and statistical analysis, which is usually gained through degree granting schools, or equivalent experience, supplemented by substantial work experience. Schedules, assigns, monitors, directs, reviews, and evaluates the work of assigned subordinates. Contacts with others require skills in understanding human behavior and those factors which influence or cause behavioral changes, are critical to job success and involves significant interaction with people at all levels within or outside the department. Work is subject to clearly defined policies and principles; however, requires the exercise of independent judgment in formulating, analyzing, and recommending changes in policies, rules and regulations and in providing direction to staff. When situations arise that have not previously been encountered, formulates solutions based on experience and judgment. Work is performed mainly in an office environment, but fieldwork may be required in areas where there are some risks and hazards which are known, predictable and controllable. Operates a motor vehicle and personal computers, calculators, scanners, video equipment, overhead or slide projectors, 10-key device, and other standard office equipment. Physical demands are minimal but may occasionally require lifting and moving objects of up to 20 pounds. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards and/or well-defined policies and the employee plans and organizes the work, determines their own priorities and work is usually reviewed after the fact in terms of quality, volume, timeliness and for adherence to established methods, standards and policies. Examples of duties Provides technical guidance, coaching, and support to staff on grant and contract management activities.  Schedules, assigns, monitors, reviews, and oversees the work of others to ensure quality, accuracy, and compliance. Provides technical assistance to city departments, grant recipients, and staff on complex grant and contract issues. Leads the preparation and review of annual plans related to grant applications and funding strategies. Interprets and advises staff on federal, state, and local regulations, policies, and procedures related to best practices in contract management and monitoring. Oversees coordination with city departments to ensure contractual compliance, legal adherence, and consistent application of standards. Monitors program and contract performance to ensure progress toward established goals and compliance with program requirements. Establishes and maintains collaborative relationships with nonprofit partners to support resource development and strengthen service delivery. Leads and coordinates the delivery of technical assistance for grant recipients and internal staff to address monitoring findings, compliance issues, and performance needs. Oversees the preparation, monitoring, and analysis of agency program budgets, ensuring accuracy and alignment with funding requirements. Coordinates and aligns assigned programs and grants with related or complementary initiatives to improve integration and service effectiveness. Operates standard office equipment such as personal computers using word processing, spreadsheet, database, and other related software; may oversee staff use and data quality practices. Manages and maintains the grants database, including testing system enhancements, ensuring data accuracy, and retrieving data to support compliance, monitoring, and reporting. Conducts advanced evaluations of contracted service providers to ensure compliance with contract terms, program standards, and regulatory requirements. Prepares and delivers verbal, written, and visual presentations to leadership, boards, and grantees that communicate monitoring results, performance trends, and strategic recommendations. Develops and compiles reports, recommendations, and data analyses, including spreadsheets, graphs, and statistical summaries, to support decision-making and oversight. Leads the development, review, and updating of standard operating procedures, forms, templates, and guidance materials to improve quality and consistency. Demonstrates proficiency in the City of Jacksonville’s competencies and leads others in applying best practices in grant and contract oversight. Performs related duties as required. Qualifications Knowledge of the theories, principals, and practices of public sector contract monitoring, performance evaluation, and service delivery.  Knowledge of human-service Grantmakers, including application procedures, funding guidelines, and regulatory requirements. Knowledge of customer service principles and public-sector practices in contract administration, accounting, and monitoring. Skill in conducting quantitative and qualitative data analysis. Skill in researching, analyzing, interpreting, and applying federal, state, and local laws, rules, and regulations. Ability to prepare, monitor, and analyze program budgets. Ability to oversee, monitor, review, and guide the work of others. Ability to operate standard office equipment, including computers using word processing, spreadsheet, database, and related software. Ability to perform mathematical calculations. Ability to develop and deliver presentations before large groups. Ability to communicate effectively, both verbally and in writing. Ability to collaborate effectively with others and guide group problem-solving. Ability to perform a wide variety of tasks independently and exercise sound judgment. Ability to operate a motor vehicle. Supplemental information Eight (8) years of education and/or experience in contract administration, grant monitoring, or a closely related field. With at least three (3) years of responsible administrative, professional, or technical experience in social services planning, statistical research, project management, contract management, grant procurement, or a closely related field. Within the above combination, possession of a bachelor’s or master’s degree from an accredited institution with a major which directly relates is preferred.
