The employee is required to provide services to eligible veterans and other eligible persons as outlined in Title 38 Chapter 41, of the United States Code, Sub-section 4103A. Employees in this class serve as case managers for veterans enrolled in federally funded job training programs and other veterans with serious disadvantages in the job market as well as to assist veterans with the development and the execution of a job search strategy. Examples of duties DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE): Provides outreach and offer assistance to disabled and other veterans by promoting community and employee support for employment and training opportunities, including apprenticeship and on-the-job­ training. Provides guidance on various aspects of job search to include resume development, interviewing skills, networking and the use of social media and direct referral to employers with available jobs. Works with employers and labor union to develop and promote employment and training opportunities for eligible veterans and their dependents. Conducts individual interviews for assessment of job skills, job ready needs and barriers to employment. Advocates, promotes and monitors for the participation of veterans in federally funded employment and training programs, supportive services and educational opportunities. Facilitates intensive services to all veterans, including special veterans, disabled veterans, economically or educationally disadvantaged veterans, and veterans with other barriers to employment (especially homeless veterans). Provides quarterly reports to the Director of Job Service and the Director of Veterans Employment and Training documenting activities completed as well as those in process. Liaisons with personnel at the Office of Veterans Affairs in providing counseling and/or rehabilitation services and with employers in identifying disabled veterans whom have completed or participated in vocational rehabilitation training programs and are currently seeking employment. Conducts visits to homeless shelters, civic and service organizations, job fairs and government offices to seek out veterans who are most in need of intensive services. Performs other related duties as assigned. Qualifications MINIMUM QUALIFICATION: Bachelor of Arts or Bachelor of Science Degree and one (1) year of responsible experience in human resource administration, case management, job development and placement, employment counseling, social work, vocational rehabilitation, claims analysis or related public contact work dealing with job applicants and employees in a variety of functions. OR High School Diploma and five (5) years working experience in one of the above areas. NECESSARY SPECIAL REQUIREMENT: Candidate must be a Military Veteran. Supplemental information FACTOR 1-KNOWLEDGE: Working knowledge of veterans' rights, services and benefits and the provisions under which veterans may claim and receive same. Working knowledge and understanding of the requirements of Title 38 of the United States Code and the Disabled Veterans Outreach Program (DVOP). General knowledge of federal and local laws and the statutes relative to the employment and training of eligible veterans. Knowledge the principles and techniques of effective customer service. Knowledge of basic principles of counseling and case management. Knowledge of interviewing and placement techniques. Working knowledge of Microsoft applications. Considerable knowledge of various veterans' organizations, their leadership. Purposes and objectives. Ability to interpret, apply and explain departmental and governmental policies, rules and regulations relating veterans eligibility statuses. Ability to analyze issues concerning veterans and presenting practical solutions. Ability to communicate clearly and effectively in individual and group settings. Ability to prepare and create concise reports and correspondences. FACTOR 2-SUPERVISORY CONTROLS: An employee works under the general supervision of the Director of Job Service. The employee is given wide latitude in carrying out duties and responsibilities. Work is reviewed from reports submitted for compliance and efficiency of clients serviced. FACTOR 3-GUIDELINES: Guidelines are outlined according to the mandates of Title 38, Chapter 41 of the United States Code, Subsection 4103A and DOL's regulations and directives. Some laws and regulations may be memorized over time. FACTOR 4-COMPLEXITY: Work involves assisting eligible veterans by providing and facilitating a full range of employment, training and placement services. The employee must engage case management guidance in the development and execution of a job search strategy for clientele. FACTOR 5- SCOPE AND EFFECT: The purpose of the work is to provide case management and outreach services for eligible veterans with serious disadvantages in the job market, counseling, training, educational opportunities and supportive services. FACTOR 6- PERSONAL CONTACTS: Contacts are with veterans, physicians, and other government agencies, as well as the general public. FACTOR 7- PURPOSE OF CONTACTS: To promote eligible veterans employability and to exchange information of available services and opportunities. FACTOR 8- PHYSICAL DEMANDS: Work is somewhat sedentary but, some walking and standing is required when travelling to various offices and/or units as well as when conducting outreach services. FACTOR 9- WORK ENVIRONMENT: Works in an air conditioned office, but incumbent is subject to various outdoor elements during visits on outreach services and to other agencies.
