Overseeing compensation & benefits, training and development, employee engagement, recruiting & onboarding, and HR compliance & administration, the HR Director supports a workforce of 100+ employees. The HR Director serves as confidential counsel and trusted HR resource to all employees, ensuring open, two-way communication across the library system that fosters a positive work environment.    ESSENTIAL JOB FUNCTIONS Maintains industry expertise in human resources issues; contributes information, analysis, and recommendations to guide organization strategic planning and direction; creating human resources objectives that uphold organizational objectives. Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety (worker’s comp) and wellness, succession planning, employee relations and retention, and AA/EEO compliance. Supports management by providing human resources advice, counsel, and decisions; analyzes information and applications.  Demonstrates two-way, open communication, seeking to understand unique departmental and employee needs and working to uphold a positive organizational culture.  Regularly and proactively visits locations and departments, becoming a known, supportive presence to all team members.  Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicates and supports all team members in demonstrating organization values. Complies with federal, state, and local legal requirements by staying abreast of existing and new legislation; anticipates legislation, enforcing adherence to requirements; advises management on needed actions Develops human resources budget (to include training and benefits for the organization) and manages it efficiently throughout the year. Plans and organizes system wide staff development day. Accomplishes special project results by identifying and clarifying issues and priorities; communicates and coordinates requirements; expediting fulfillment; evaluates milestone Participates as a member of the Leadership Team; and attends meetings of the Regional Library Board, County Library Boards, and Regional Board Committee meetings as required by the Executive Director. Supervises human resources staff. Performs other related duties as assigned. QualificationsQUALIFICATIONS Education and Experience: Requires a Bachelor’s Degree in Human Resource Management or a related field; and eight (8) years of directly related experience, including three (3) years of previous management experience; or equivalent combination of education and experience.   Additional Requirements: Previous HRIS experience required, Paycom experience preferred. Must have reliable transportation to travel to the 14 LOPL branches as needed. Ability to successfully pass pre-employment background checks and drug test   Preferred Knowledge: Experience working in a library, nonprofit or educational environment is preferred. SHRM-CP, SHRM-SCP, SPHR or PHR certification preferred.   Licenses or Certifications: Valid driver’s license and insurability required.    Knowledge, Skills and Abilities: Proven experience as a manager or director in HR. Full understanding of the way an organization operates to meet its objectives.  Strong employee relations skills.  Excellent knowledge of employment legislation and regulations. Thorough knowledge of human resource management principles and best practices Business acumen partnered with attention to the human element. Outstanding communication and interpersonal skills. Diligent and firm with high ethical standards, a focus on confidentiality in all HR matters, and with an employee-relations mindset. Must be a strategic thinker. Knowledge of data analysis and reporting. Excellent organizational and leadership skills. Must have excellent computer skills.   PHYSICAL DEMANDS Work is typically performed with the employee sitting at a desk, standing for extending periods, or bending/stooping. The employee must be able to lift and carry up to 50 pounds routinely, climb ladders, climb stairs, stand for extended periods of time, extended walking within and outside branch locations, reach, bend, and stoop. Full range of hand and finger motion is required for data entry purposes. The ability to distinguish color is required for network wiring purposes. Additionally, the following physical abilities are required: Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium. Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like using feet and legs and/or hands and arms. Body agility is emphasized. Grasping: Applying pressure to an object with the fingers and palm. Handling: Picking, holding, or otherwise working, primarily with the whole hand. Must have the ability to place records, files, and boxes weighing no more than 25 pounds on shelves about head level. Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound. Kneeling: Bending legs at knee to come to a rest on knee or knees. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles. Mental Acuity: Ability to make rational decisions through sound logic and deductive processes. Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion. Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward. Reaching: Extending hand(s) and arm(s) in any direction. Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely. Standing: Particularly for sustained periods of time. Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles. Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading. Must have the ability to see well enough to interpret data on a computer monitor. Visual Acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures. Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.   WORK ENVIRONMENT Typical office/library environment. Some fluctuations in building temperature related to HVAC problems can cause uncomfortable periods of heat or cold. Some periods of elevated noise levels. Some stress related to the type of work being performed may be encountered e.g., pressure related to periods of high-volume activity and multiple demands.   The work week is a 40-hour work week.
